Kenji Hiramatsu is reckoned the hardest working ambassador Japan has sent to India. Now in the fourth year of his Delhi tenure, Hiramatsu is credited with ensuring the steady increase in the number of Japanese companies investing in this country (around 1,400). Many Japanese admit India is not the easiest country to come to. Bureaucracy and red tape at the Centre and states are huge and continuing issues. Agreements are signed and never implemented or done only partially. Environment is another. Still Hiramatsu never gives up.
