Port Development Helps OBOR

China is relying heavily on port development as part of its One Belt One Road initiative.  The focus on ports reflects the view within the strategic and security establishment in Beijing that a purely “terrestrial” driven OBOR could stumble in the face of “obstacles” placed by governments.  But ports would give China greater flexibility and autonomy: look at the 99-year-long lease of Hambantotaport in Sri Lanka.  The Chinese are now reportedly eyeing Vanuatu and Tonga in the Pacific for port development.
