To all those baffled by India’s strategic partnerships, here’s adding to the puzzle. At the last count, India had 35 strategic partners ranging from adversaries like China at one end to Rwanda in east Africa at the other. The explanation for China can be complicated but it’s a mystery what strategic purpose Rwanda serves. It has no strategic location or resources of any value to India. The Indian diaspora there is tiny. Perhaps “strategic partnership” as India defines it is neither strategic nor a partnership and only diplomatic PR.
