Tiny Bhutan has many suitors. Japan and Australia want to open embassies in Thimphu. China, of course, has tried every trick in the book to get the Bhutanese to open up diplomatically. The Bhutanese say allowing more embassies in their capital means they have to open one in that country and running an embassy costs money. The expense is what prevents them from opening more than the seven they currently operate. They would also prefer to concentrate on the region. As a Bhutanese diplomat pointed out, they don’t even have an embassy in Nepal!
