Salesman Diplomacy!

An Indian diplomat who served in a senior position in the embassy in Tehran used to say that when negotiating with the Iranians, one must have the patience of a carpet salesman! So if you want to make a sale, the trick is to haggle over many hours, and in the case of diplomatic negotiations this can even be stretched over weeks, even months. So early in the New Year, if there is a sudden announcement that Tehran has struck a deal with the Trump administration on its nuclear programme and sanctions will be rolled back, you can assume that the two sides have haggled quietly on the sidelines, hammered out a deal and shaken hands.
