Here’s a reality check on the Shinzo Abe-Narendra Modi bonhomie. Japan wants qualified IT engineers from India to fill vital gaps in the industry back home. But ask any Indian IT engineer who has tried for a Japanese work visa, it’s tough to get one. The barriers for entry are stiff and heavily weighted in favour of home grown talent. Indian diplomats who have served in Japan say the barriers remain insurmountable even when the home grown talent is not available in sufficient numbers. This is the norm even in South Korea. There’s a fear that local IT engineers could get “displaced” if Indian IT engineers are allowed entry.
